Short answer: It's in SVN
Long answer: This really shouldn't be the window managers job. It's
just there for speeds sake, to provide the basic shortcuts that the
desktop has historically implemented. It would be way to easy for the
WM to expand into a general purpose shortcut manager, which would be
The Wrong Thing.
In SVN the shortcut manager code has been moved out to its own app,
and the limit has been removed
