I'd still suggest to split the stuff into "core" and "desktop", where
"core" contains more or less required stuff like xfwm4, xfce4-session,
xfce4-panel, lib{xfce*,exo} and xfce-utils, and "desktop" contains
Thunar, Terminal, xffm, xfmedia, orage and xfburn, etc. This way,
there's a complete Xfce release, but for the user it's still obvious
that only the "core" stuff is required.

Atleast Thunar, Terminal and xfmedia don't follow the Xfce release cycle
either, but we can provide stable versions for major Xfce releases.
