xfwm4: Bug with Xinerama

Playing with it further, it seems to be a bug with calculating struts for the
bottom panel, but only when it's on monitor 1. I've temporarily worked around
this annoyance by putting the bottom panel on monitor 2, and will look into the
code tomorrow -- for today, I go sleep.

All the existing 2.0.x kernels are to buggy for 2.1.x to be the
main goal.
