wmtweaks and xfwm settings plugins

Or, if Olivier finds combining the two even a remote possibility,
then have an "Advanced Features" toggle that adds the new options
to the current plugin. This way, the GUI is kept clean and simple
with the exception of one new button, but the advanced features
are in a sensible location.
But Olivier's decision to keep them separate is okay also, if
the wmtweaks plugin is not installed by default. Advanced users
will have to install it, but then they will know what they are
doing and won't be confused.
