I don't really care enough. If someone wants to write a script to pull
out everything from whatever table holds comments, and convert it from
iso8859-1 to utf-8, then replace it, that's fine by me, but I don't have
the time or inclination to do it. Note that it would also have to not
touch comments made after yesterday, since everything new is already in
utf-8.
