Panel Plugin Add/Remove

Little issue with panel plugin add and remove.

If you click add an item from the panel menu and then, in the course
of customizing your panel, you also remove an item, a confirmation
dialog pops up. This dialog is hidden behind the applet dialog (which
is set to always be on top in the Z order). It's hard to even notice
the dialog is there, as the taskbar plugin gets disabled by the edit
dialog, which also prevents switching window by mouse.
