Well, that's where the XDG base dir spec comes into play. In the ideal
case you would only have to copy ~/.config/ and maybe ~/.local/ for
also copying user data stored by your apps. But most programs don't use
SPEC and store their own files, mostly in ~/.
Anyway, that's not an issue of Xfce. All Xfce settings are stored in
~/.config/ already.
