I dunno why you want to build Thunar twice, but the build order is
pretty simple:

 libxfce4util
 libxfce4mcs
 libxfcegui4
 xfce-mcs-manager
 exo
 thunar
 xfce4-panel
 xfdesktop
 Remaining modules in whatever order

Somebody should update the documentation on the website...
