Desktop folder creation for new users

I was agreeing with Benny about putting it in the Xfce startup script,
but given this issue, I'd say xfdesktop should create it if it doesn't
exist.  Of course this only happens if file/launcher icons is enabled,
since the user is explicitly requesting it be there.  Otherwise, it
won't be created.

Can someone file a bug on this?
