Desktop folder creation for new users

Hello

when starting a session for a new user a Desktop should be created 
somehow so desktop icons are usable.
What code would the best place to create it be automatically?

I also noticed that creating a Desktop folder by hand in thunar, places 
it on the desktop as a launcher icon, and subsequent items under it in 
the hierarchy are put next to it on the desktop. Should I file a bug on 
xfdesktop?
