Running /var/tmp/portage/xfdesktop-9999/work/xfdesktop-9999/configure
--enable-maintainer-mode --prefix=/usr --disable-panel-plugin
--disable-debug...

checking for libxfce4panel-1.0 >= 4.3.90.1... not found
*** The required package libxfce4panel-1.0 was not found on your system.

^ this was with an ebuild, but if also fails on a manual configure.
