question to xfce4 4.4 release

First and foremost, it must pass distcheck, which it didn't (fixed that
now, waiting for Auke to let me commit).

2. It should either use gettext or glib-gettext, but not try to do both
(also fixed).

3. It should use intltool to translate the .desktop file (also fixed).

4. The encoding combo in the open dialog needs a label.

And some other minor stuff.
