modifying default kb shortcuts

Hello

the default keyboard theme in both the wm settings and the shortcuts 
dialog is greyed out. I remember that they used to be editable.
Their descriptions point to files in /usr/share so understandably they
cannot be modified by regular users, but I thought something like for 
the panel layout was employed by saving changes in the user's home.

Does anyone else see this?
