New panel in trunk

Not really.  The mailwatch plugin doesn't have any branches, since it's
new.  It doesn't even have any releases, because I keep forgetting to do
one.  4.4.0 is at least 4 months away, and I want the same release
package to work with either panel.

The other plugin authors can do that if that's what they want.
