New panel: settings in separate dialogs

If you add a new panel it is hidden behind the newly opened panel
preferences dialog, hehe. Might be, err, confusing, don't you think?

Another problem I had: Richt-click on the default launcher on a newly
created panel and choose "Remove this panel" - another panel is created
and its preferences dialog is openened.
