New panel: settings in separate dialogs

Much simplerer. I'd suggest that each property dialog be for a specific 
panel (ie no panel selection dropdown at the top). It's redundant to the 
properties context menu item.

I'd suggest the following context menu for the panel:

| Add to Panel...        |
| New Panel              |
| Delete this Panel      |

Resize the fontsize of the clock as the panel is resized.
