New panel: settings in separate dialogs

Some people might like it, so why should we don't allow them to use full
transparency?

No, after closing the launcher dialog.

1. Open properties of a launcher with some items in it
2. Remove some of the items (e.g. until only the first exists)
3. Close the session (via the panel or whatever)
4. Re-open Xfce
