How to access the SVN ? Or is it my network problem

There are several ways to checkout the svn, but i use these. (and the svn
server is working while I'm typing this email)

svn export --force
http://svn.foo-projects.org/svn/xfce/xfce4-panel/trunkxfce4-panel
(The last one is to drop everything in a directory called xfce4-panel)

But if you want to try the new panel:
svn export --force
http://svn.foo-projects.org/svn/xfce/xfce4-panel/branches/experimentalxfce4-panel
