I really really *really* think this is the wrong way to do this.  Just
because the current way isn't working properly doesn't mean you should
go for the ugly method of running one panel process per screen.  For
example, xfdesktop uses the one-instance method, and works fine with
multihead.

The proper way to do this is to *fix* the problems, not use icky
workarounds.
