New panel and xfce menu

Feel free to read the RSS feed[1] for xfdesktop/trunk/modules/menu/ -
the only code change since 19 July was a fix for broken handling of the
'Quit' menu item for the new panel.  Really, the menu has changed very
little in the past year.  If something's changed, likely it has to do
with your setup.
