New example plugin

Hey all,

I made a simple test plugin for the new panel that can be used as a 
template for new plugins or as a reference for porting existing plugins.

It's a minimal plugin showing some of the essential features of the new 
plugin API as well as a 'proper' build system using the xfce4-dev-tools.
