new panel, config files

I don't think I would like that.  I sometimes setup plugins and
then remove them, only to later put them back.  It would be nice
to still have the config, especially if there are a substantial
number of options.

I suppose this could be addressed with a dialog at remove time
that offered to clean up the config.
