It's up to the downloader to figure that out.  If you're capable of
making a svn checkout, you're also capable of looking at the websvn
interface at http://svn.xfce.org/ to see when the last commit to that
particular part of the tree was.  As you can see[1], the last 'real'[2]
commit to xfce4-terminal was 13 months ago.  Most users won't want to
deal with svn, period, preferring to stick with regular releases.  Those
who want to experiment with svn have a slightly higher bar to hurdle.
Such is life.

As botsie said, mechanism, not policy.
