libexo install problem

while trying to install libexo svn i'm getting this error from xsltproc 
and I can't seem to find many references online about it.

xsltproc -nonet

exo-csource.xml
I/O error : Attempt to load network entity 
http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl
warning: failed to load external entity

cannot parse 
http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl

anyone run into this problem or know a solution?
i've got libxslt 1.1.15 installed.
