Yes, this is normal behavior.  Each plugin is assigned a unique config
file name when it's added to the panel.  So if you remove it and re-add
it, it gets assigned a new config file.  This isn't likely to change, as
this makes it very difficult to support multiple plugins of the same
type in the panel.  Note that the config files aren't actually gone.
Poke around in ~/.config/xfce4/panel/.
