It's not a particular feature of xfce, it's almost always present in
X, however, the window manager can (afaik) modify its behaviour.
Just try holding alt and click and drag a window. By holding alt, you
can move a window by clicking and dragging anywhere in it.

You were just interested in why it was like this in Xfce and not in
Gnome, right?
