Global Key Press Events Capture

Hi,
Can someone tell me which part of XFCE is responsible for capturing
global key-press events and taking the appropriate action like
bringing up help for Alt+F1 and the run dialog for Alt+F2, etc. Is
there any such part at all, or the individual applets take care of
that? Can any other X window other than the root window capture global
key-press events? (I know this is a GTK question, but sorry for asking
this here). Please help. I was just wanting to add some hot keys to
XFCE.
