slocate plugin

To document how to create plugins for xffm, I've created a simple
filemanager plugin with a full set of gtk-doc comments (to be later
processed into api documentation). This simple plugin will query for the
slocate argument and then populate the iconview window (or treeview
branch) with the results so that you can use any of the filemanagement
functions with the resulting icons.

The plugin name is, of course, slocate. And ---as with all other
filemanager plugins--- the compilation can be toggled at configure time.
If no slocate is available on the system, there should be no problems
either (just empty results, but that's ok).
