Yes, it's panel & those who will be tyring to use intltool in their
program, purpose of gathering translation into the single file is to
keep sync'd XML/Desktop file or prevent translator being troubled with
'well, where does translation need?'...

So, it depends. I don't care if there is more better way to translation,
mainly developers choice whether translatable file is located of course.
