Hehehe, that's themes.... It's made for that purpose.
This said, regarding Thunar (or any other GUI design), I think you
should not design the GUI against one single theme (even being Xfce
theme) because you have no control over what the end user will use in
the end.
I mean, if there is a need for frame somewhere, put a frame. The end use
may prefer a theme that doesn't render that frame, that doesn't matter.
