Actually, I've noticed this as well with gtk 2.6 for a while.  Sometimes
the taskbar doesn't notice gtk theme changes, and once it doesn't notice
once, it requires a restart to get it to start noticing again.  I
haven't the foggiest idea how to go about debugging this...
