Is there a way to get on the bug triage list?

Also, I've been combing the Xfce bugzilla, and was wondering what I
should do about bugs like 288
(http://bugzilla.xfce.org/show_bug.cgi?id=288)? No activity for 8
months, and the issue resolved with 4.1.x. Can I just close these?

Is there any protocol that I should keep to when pushing through the list?
