Because people simply move the pointer till the edge of the screen where
the hidden window reside.

The panel receives an enter event immediately followed by a leave event
(when the pointer enters the hidden window, it leaves the panel window)
so the panel doesn't unhide.

All this is very simple, basic, predictable...
