patch to panel clock plugin related to xfcalendar

hi !
Starting xfcalendar from clock plugin does not work perfectly. It always
sends TOGGLE signal to xfcalendar after starting it and that causes the
xfcalender to hide if it happens to be visible. It should instead send a
RAISE signal.
Attached patch is a bit dirty way of doing that, but it does the
trick. (Instead of sending the RAISE signal directly, it restarts the
xfcalendar, which causes xfcalendar to send the RAISE signal to itself).
If you agree, could you commit it to the CVS ?
