I have just discovered that other GTK2-programs (even the GTK2.4+
filechooser) have this bug as well. Maybe it's a bug in the version of
GTK2 that comes with Ubuntu, maybe it only exists in the installation on
this computer.
The weird thing is that it sometimes works as expected (as I said
earlier in this thread, it works as expected with some of the panel
plugins: Clock, Xfce Menu, Icon Box, Task List).

Actually, I just discovered that the problem doesn't exists if I
configure the clock plugin not to show seconds. I think it's dependent
on the width of the drag icon.

Anyway, I don't think it's a bug in Xfce.
