Panel Settings Dialog (again)

I think this is the best of all attempts so far :-). The right-click menu is
functional and it
shows all the items you need and still adding items with DND, lovely.

A couple of small notes:
- The first 'add items' dialog (or tab) had the plugin description together
with the name. I
  think that is more user friendly.
- A close button in the 'add items' dialog would be nice.
- Keep dialogs above all other window.

And a small bug:
- Move button is a bit in the wrong
place<http://home.quicknet.nl/qn/prive/nickschermer/xfce/xfce4-panel-menu-items.png>.
(I've added a separator and 2 items using
  xfce_panel_plugin_menu_insert_item)

Anyway, you got my vote for this panel users interface! Keep going.
