xfce4 perl bindings

Hi again,

Due to a temporary (hah!) moment of insanity, I decided to write perl
bindings for libxfce4util, libxfcegui4, and libxfce4mcs.  They're far
from complete, but you can already do nifty things like this from perl:

Note that none of the non-gobject utility functions/structs are wrapped
yet, and some things may not work properly.  If you want to play around
with this, feel free, but don't be surprised if it kills puppies.  You
need a *very* recent version of gtk2-perl (actually, you probably don't,
so feel free to mess with the version requirements in Makefile.PL and
tell me what works).

Anyway, please don't let me know about bugs related to things that are
missing (unless there's a function missing in a gobject that I've
already implemented).  Things that crash and just don't behave as
expected would be nice too.  Sample code is even better.  I'll create a
product on bugzilla.xfce.org in a few mins...
