xfdesktop: where is the "system menu" coming from?

as jasper says, the names of the items themselves come from .desktop 
files.  /usr/share/applications/ is the default location, but there are 
several others.  the titles for the menus themselves comes from 
$sysconfdir/xdg/xfce4/desktop/xfce-registered-categories.xml.
