xfdesktop: where is the "system menu" coming from?

Hi,

I tried to find it from reading the source but gave up after a while, so 
here my question: where does the "system menu" come from (I'm talking 
about the current CVS version) I do have one, but have no idea, where it
comes from.

Could someone shed a little light on this matter?
