stop cycling desktops with scrollbutton

I know. That was the reason I asked the list a few hours ago.

I could patch it out of xfdesktop of course, but its more difficult to 
introduce options there that do not require GUI changes (aka string changes)

As there appears to be a certain interest in making this behaviour 
optional, what do you suggest?
