stop cycling desktops with scrollbutton

Which is exactly what the patch is doing, that I am just preparing right 
now.


The reason that I find it confusing is, that I often slip a little bit 
outside e.g. a browser window, during scrolling, and suddenly the whole 
screen changes, and worse: I don not get back by scrolling back, because 
at the place where the root window was before is now a different window. 
Even worse, if focus follows mouse is in effect, I end up scrolling a 
completely different window.
