Panel support for bas dir spec

ok, i just did the same for xfdesktop.

~/.xfce4/menu.xml -> ~/.config/xfce4/desktop/menu.xml

~/.xfce4/xfce-registered-categories.xml -> 
~/.config./xfce4/desktop/xfce-registered-categories.xml

~/.xfce4/settings/backdrop.xml -> ~/.config/xfce4/mcs_settings/desktop.xml
