Compile error: mailcheck.c, reference to _xmlconfig

Hi all,

Never mind. 'xmlconfig' is pulled in from settings.c in the panel. I can 
get things to compile now, will have to wait till a bit later to see if 
it actually works on cygwin, but sofar things are still looking good.
