Well, for consistency, having a dock window not being placed on the dock
layer would be a bug. Plus, I can't tell how window managers would treat
that special case anyway.

So if the panel is turned into a dock, the "always on top" option has to
go.

I still think it's a nice feature, especially if the panel is a dock
(always placed on top) - YMMV though.
