wrap workspace feature oddities

I just found out, that the abnormal panel unhide behaviour is probably 
caused by the wrap workspace feature when it's not working. Just now
the wrapping worked again (only once ;-) and the pointer flipped to the 
next workspace (from bottom to top) without unhiding the panel.
So obviously having a auto-hidden panel together with "wrapping 
workspace when the pointer hits the edge" is somewhat awkward to use ;-)
and does not make much sense. Still, the wrapping is not working 
correctly here.
