translations bugzilla component

FYI, i added a 'translations' component to bugzilla, with the default
owner set to JF.  JF, the intention here is for people that report _errors_
in translation, but if you'd like to use it for people to post new/updated
translations, let me know and i'll change the description.  you seem to be
on top of the xfce4-i18n list, but if this makes it easier for you to
track updates, by all means...
