feature ??

Good morning,

Before filing a bug report I would like to make sure I've found a bug and
not a feature. I've tried to activate 'raise on focus' in the window
manager settings. This works fine when I place the mouse over a window but
when I click the window does not raise so I've also activated 'raise on
click'. Now focus still changes when I place the mouse over a window but
the auto raise no longer works and I have to click to make it raise. Is
this the correct behaviour ?
