menu editor does nothing?

Well frankly I think this approach is not good, frm a usability stand
point. The user doesn't care about menu.xml in "dot xfce4". 

The way it should work, it should load the user menu if present of the
system default menu otherwise. Then the user makes some customiation and
press "save", the $HOME/.xfce4/menu.xml is saved but the user doesn't
have to know wbout how it works internally.
