Panel default with 4.2

Hi all,

I just noticed that on a newly created user (ie, not migrating the
settings from 4.0 install), all icons are missing (see attached
screeny). When trying to change the icon theme, the theme  menu is empty
in the panel setting dialog, so the user can't even get a proper set of
icons.

To reproduce, simply adduser and start an xfce session.
