_NET_DESKTOP_NAMES support

Hi,

I've added support for _NET_DESKTOP_NAMES property in xfwm4.
The main benefit is to be able to display names of workspaces in the
"send to" menu.

I'm quite new to xfce4 internals, so it may not match exactly xfce4
requirements...
Don't be too severe ;)
